The Defense Health Agency Contracting Activity (DHACA) on behalf of the Center for Enabling Capabilities' (CEC) Pilot Bioproduction Facility (PBF) at the Walter Reed Army Institute of Research (WRAIR) intends to award a Firm Fixed Price contract on a sole source basis to Rapid Micro Biosystems, INC. 1001 Pawtucket Blvd West Suite 280, Lowell, MA USA; Cage Code 4TRL9 under the RFO FAR 6.103-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.


Description of Requirement: This is a requirement to establish a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle that will allow the Center for Enabling Capabilities' (CEC) Pilot Bioproduction Facility (PBF) to procure the proprietary consumables required for the Government-owned Growth Direct™ System currently used by the PBF. These consumables are manufactured by Rapid Micro Biosystems, Inc. and include Environmental Monitoring Cassettes (Part: ET80-100) and Environmental Monitoring Vision Lids (Part:EMVL-100), as well as freight associated with delivering the consumables. The Government will request Delivery Orders (DOs) be issued against this IDIQ on an as needed basis throughout the five-year IDIQ ordering period to deliver the needed consumables that are designed to enhance system performance. Approximately four DOs are anticipated per year throughout the five-year IDIQ ordering period.



This special notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.


If no meaningful, written submissions are received by the date listed below, after the publication of this notice, the solicitation will be issued as a sole source requirement to Rapid Micro Biosystems, INC. Based on the above information, the only technically acceptable vendor to fulfill this requirement is Rapid Micro Biosystems, INC.
