The General Services Administration’s Office of Human Resources Management seeks to continue its acquisition of a Learning Management System (LMS) to support the GSA Online University (OLU) through a sole source purchase order with Oracle. The LMS is crucial for delivering training and development services to approximately 17,000 personnel, including government employees and contractors, across multiple regional and central offices nationwide. The current hosting contract for the Learn.com LMS platform is expiring, and the new contract aims to maintain an enterprise-wide online training environment that supports blended learning, competency management, individual development plans, and compliance with federal training requirements. The LMS must efficiently manage enrollment, attendance, funding, assessments, reporting, and integration with existing human resources systems like CHRIS TDS to track workforce training and competencies comprehensively. Key objectives include providing a centralized, integrated LMS to reduce duplication and costs while enhancing data capture to identify training gaps and support human capital development. The system must deliver robust functionality, such as customizable reporting, competency assessments, job role management, learning impact analysis, and ROI measurement on training initiatives. This platform will enable GSA to administer and track diverse learning activities, including instructor-led and online courses, across various locations and user groups. Continuity of service and contractor support are essential to sustain the GSA’s enterprise-wide learning delivery and development needs. While competitive quotes are not being solicited, interested parties may submit information for consideration, with the contracting officer designated as the point of contact.
