The General Services Administration (GSA) is planning to negotiate extensions for 65 Regional Local Service Agreement (LSA) contracts on a sole source basis for up to five years. These contracts, held by various telecommunications providers such as Verizon, AT&T, Cox, Level 3, and CenturyLink, among others, cover multiple regions and are set to expire at different dates between November 2015 and February 2020. The extensions will range from as short as four months to as long as four years and six months, all concluding by May 30, 2020. The purpose of these extensions is to enable a smooth transition to the new NS2020 Enterprise Infrastructure Solutions (EIS) contracts expected to be awarded in late 2016, ensuring no disruption in telecommunications services to federal agencies during this period. This action is authorized under the Public Interest exception to full-and-open competition (FAR 6.302-7) and is not a formal solicitation. The estimated value of these contract extensions is approximately $2.1 billion. The extensions will provide GSA and its customer agencies sufficient time to conduct fair opportunity processes under EIS and complete necessary service transitions from the existing Regional LSAs. The point of contact for this action is Contracting Officer Anna M. Brown at GSA.
