Guatemala - Tactical Dock

The U.S. Embassy in Guatemala, through the Department of State, is soliciting proposals for the acquisition and installation of a floating dock system in Retalhuleu, Guatemala. This project supports the Guatemalan Special Naval Forces for the Bureau of International Narcotics and Law Enforcement Affairs. The scope of work includes the delivery and installation of three standard dock sections, a wood deck platform, and a wood gangway, as well as the construction of a reinforced concrete pedestrian walkway. The contractor is responsible for providing shop drawings, a 65 percent design submittal, and conducting a geotechnical investigation. All work must comply with Guatemalan regulations, international engineering standards, and environmental approvals from the Ministry of Environment and Natural Resources. The contract is a negotiated RFP with a mandatory performance period requiring work to begin within five calendar days and be completed within 30 calendar days of the Notice to Proceed. Award will be made on an all or none basis, evaluating technical approach, delivery timeframes, and specific experience with modular floating docks such as EZ Dock systems. Requirements include a warranty of over 10 years for the floating structure and 5 years for installation, as well as the provision of an English-speaking supervisor on-site. Payment is processed via Electronic Funds Transfer on a net 30-day basis through a specific payment portal, and invoices must include VAT. Offerors must be registered in the System for Award Management and comply with various FAR clauses, including those regarding child labor and telecommunications equipment.
