PRE SOLICITATION NOTICE Overo EarthStorm Computer-on-Module This is published as a Brand Name only announcement under the statutory authority at 10 USC 2304(c)(1), and regulatory authority at FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Brand Name Description. The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to solicit and award a firm-fixed priced contract for Brand Name only Gumstix, Overo EarthStorm Computer-on-Module (COM), Part Number: GUM3703E, Quantity: 2,964 manufactured by Gumstix, 3130 Alpine Rd, Portola Valley, CA 94028. The brand name Gumstix, Overo EarthStorm COM is required by the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), to field Precision Real-Time Location System (PRTLS) radios, Data Communications Interface (DCI), to the U.S. Army's Joint Multinational Readiness Center (JMRC) in Hohenfels, Germany. Equipment shall be new. Used or refurbished, gray or aftermarket items will not be considered. Delivery is required within two (2) months from date of award. The Gumstix, Overo EarthStorm COM, PN: GUM3703E, is the only known source of supply for commercial off the shelf (COTS) COM's with 512 MB of RAM and 1 GB of onboard NAND flash memory that will function properly when installed into the DCI. The Gumstix COM's will be integrated into the DCI and used as part of the equipment for the training exercises. The small physical dimensions and low power consumption allows the COM to fit into the small DCI enclosure and to be powered for ten or more hours by the battery that is supplied to the solider. Technical experts have determined if a COM from another manufacturer is used that is not compatible with the DCI unit, the DCI unit would need to be redesigned. The Government does not possess a technical data package for the COM suitable for competition. The contractor shall warrant the parts for a period of one (1) year from the date of final acceptance. This warranty shall cover all defects in material and in workmanship. All Items shall be packed in standard commercial Electrostatic Discharge (ESD) safe packaging, shrink wrapped and banded to a pallet. Each pallet shall include a packing list easily accessible on the outside of the shrink wrap, the packing list shall include the contents of each pallet, Material Safety Data Sheets (MSDS), and contract number. Delivery of all units shall be made in one shipment, one delivery. Partial deliveries are not authorized. The Government will accept early delivery at no additional cost.
