NASA Armstrong Flight Research Center is seeking information from industry sources regarding the upgrade of avionics and displays on the GV aircraft, under solicitation number 80AFRC26SS018. This is not a request for proposals, and no formal bidding is expected at this time; rather, the agency is conducting market research to assess industry capability, identify potential small business participation, and determine appropriate subcontracting goals. Interested parties, including small businesses, HBCUs, minority institutions, and other designated categories such as SDB, HUBZone, VOSB, SDVOSB, and WOSB, are encouraged to submit capability statements no longer than five pages outlining their ability to perform the work, whether as a prime contractor, subcontractor, or teaming partner. The response must include company details, SAM UEI, intended role, and a focused description of relevant technical capabilities tied to the attached Statement of Work. The Government is specifically requesting feedback on barriers to small business involvement, such as certification requirements, security protocols, specialized tooling, or high-risk technical areas, as well as strategies to enhance participation, including dividing the work into smaller components, identifying subcontracting opportunities, or establishing mentor-protégé arrangements. Respondents are also asked to indicate whether the requirement qualifies as a commercial or commercial-type product under FAR 2. Responses must be submitted electronically via email to Jenny Staggs and Lyra Bui by 4:00 PM Pacific Time on July 16, 2026, with the solicitation number clearly referenced. No payment will be made for submitted information, and the Government assumes no obligation to respond to or evaluate submissions. Final procurement decisions and any future solicitation will be posted on SAM.gov, and industry is responsible for monitoring that site for updates.
