The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, plans to issue a Cost-Plus Fixed Fee delivery order under an existing Basic Ordering Agreement with Bell Textron Inc., located in Fort Worth, Texas. The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to issue a Cost-Plus Fixed Fee (CPFF) type delivery order under an existing Basic Ordering Agreement (BOA) N00019-26-G-1003 with Bell Textron Inc., 3255 Bell Flight Blvd, Fort Worth, Texas 76118 on a sole source basis. This delivery order will procure H-1 Engineering and Logistics sustainment support for United States Marine Corps (USMC) legacy (fleet) and AH-1Z and UH-1Y aircraft; FMS Bahrain AH-1Z sustainment support; FMS Czech Republic AH-1Z and UH-1Y sustainment support; FMS Taiwan AH-1W sustainment support, FMS Nigeria configuration support, delivery support; and cognizant domestic and FMS Peculiar Support Equipment Support in calendar year CY27 with options for CY28 through CY31. The Contractor shall apply Systems Engineering principles and practices in the continued support of production and sustainment for the H-1 Weapon Systems. Support will include engineering and logistics reach back support, engineering investigations, H-1 specific fleet training, ECP development, program management support, configuration management support, etc.


This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. The Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the efforts anticipated. The estimated timeframe to qualify another source and develop the technical data for the requirements herein is eight (8) years based on historical AH-1W/UH-1Y/AH-1Z Upgrades data and, as such, an award to another source would result in an unacceptable delay in providing the supplies and services. Therefore, NAVAIR has determined Bell is the only responsible source capable of meeting the agency's requirements. This notice is for information purposes only.
