AI Contract Overview
The National Park Service (NPS) Structural Fire Program Office is soliciting bids for a five-year indefinite delivery, indefinite quantity (IDIQ) contract to provide inspection, testing, and maintenance (ITM) services for fire protection and life safety systems across more than 27,000 structures within over 430 parks nationwide. The work entails thorough inspections, functional testing, preventive and corrective maintenance, and deficiency reporting of fire safety systems to ensure compliance with the International Fire Code (IFC), applicable National Fire Protection Association (NFPA) standards, and NPS policies. The contractor must provide all labor, materials, tools, supervision, and travel required, with performance spanning from June 1, 2026, through May 31, 2031, including a potential six-month extension option. Deliverables include detailed electronic reports of inspection results, identified deficiencies with risk assessments, signed inspection forms, and cost estimates aligned with RS Means Data or COR-approved methodologies. Services will be performed at multiple park locations nationwide, requiring coordination with park contacts and timely reporting of urgent issues to the Contracting Officer’s Representative (COR). This firm-fixed-price contract is set aside entirely for small business participation under NAICS code 541990, with an estimated minimum contract value of $2,500 and a maximum order limit of $2,000,000. Evaluation of proposals will be based on a best value trade-off considering price, technical capability, and prior experience, without a defined minimum technical threshold. The government will perform final inspection and acceptance of services, and the contractor must comply with a range of Federal Acquisition Regulation (FAR) clauses emphasizing ethical conduct, labor standards, cybersecurity, and prohibitions on certain telecommunications equipment and software. Payment will be processed electronically via the U.S. Treasury’s Invoice Processing Platform, and all proposals are due by May 26, 2026. The solicitation also includes strict reporting requirements for use of non-compliant products, adherence to travel and labor standards, and compliance with prohibitions against sanctioned entities and restricted technologies, underscoring the contract’s comprehensive security and compliance framework.
