The Army research materials include petroleum, oil and lubricants (POL); environmental (hazardous waste, waste water, drinking water, air, toxic fumes); low level radioactive (depleted Uranium) in air, water, soil and biological samples; military munitions and weapons (propellants, explosives and metal parts); military ground vehicles and aircraft; and general equipment. It is anticipated that the solicitation will be released on or about 23 February 2011 with an estimated closing date of 28 March 2011. Failure to visit the job site will not disqualify an offer; however, the offeror acts at his own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. It is anticipated that award will be made on a best value basis and will be made to the responsible and responsive contractor whose offer best conforms to the solicitation and will be most advantageous to the Government, cost and other factors considered. A single firm-fixed price contract is anticipated. Land Mobile Radio Infrastructure Maintenance and Support
Solicitation # PANMCC26P0000057395
The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
