This synopsis is notification that the U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with Engine Control and Monitoring (ECM) for a portable emissions test system that will have a total mass that is under 20 lbs., to include all attachments, sensors, and modules. The following is a list of deliverables: Quantity Deliverable 3 ECM MiniPEMS main unit, CO/CO2 pre-cat Can Module 2 ECM Interface module for Mini PEMS config and data retrieval 3 10gpi CAN Module Kit for sampling additional analog signals 2 NOx CANt Module Kit w/ spade pwr terminals, spare parts 3 CO/CO2 CAN Kit postCat w/ spade power terminals, spare parts 4 Remote start/stop 3 ECM MiniPEMS main unit 3 10gpi CAN module kit for sampling additional analog signals 1 NH3CAN Kit 1 CO/CO2CAN Kit postCat w/ spade power terminals 3 OBD CAN Based on market research, ECM is the only known source capable of satisfying the Government's requirements for a portable emissions test system with a combination of lightweight technologies (total mass under 20 lbs) and small dimensions. Commercial PEMS systems traditionally weigh over 80 pounds, which will skew the test results during the real-world testing of motorcycles and most lighter-weight recreational vehicles. The ECM Mini-PEMS is smaller and lighter than the traditional PEMS made for smaller vehicles, such as motorcycles and recreational vehicles. The Mini-PEMS instrument made by ECM measures several criterion pollutants on a second-by-second basis, including Nitrogen Oxides, Hydrocarbons, Carbon Monoxide, and the fuel-air ratio. The Mini-PEMS was recently introduced into the commercial market and is the first of its kind. ECM is the only company selling the Mini-PEMS at this time. This is a time-critical testing requirements. This will result in a firm-fixed price contract. We anticipate issuing a solicitation on or about July 5, 2017. The anticipated award date is August of 2017. This procurement will be accomplished under FAR Part 13 Simplified Acquisition Procedures.
