The Aberdeen Test Center is organizing a site visit for small business contractors to review and assess an industrial cooling system installed in an engine test facility on-site. This system, which uses a closed loop glycol/water blend, serves several test devices and engine fluid cooling units through components including two cooling towers, an expansion tank, and circulation pumps located outside the facility. Though the system is currently operational, it has not undergone a full performance analysis or any adjustments since its installation. The upcoming technical review will focus on assessing, commissioning, and potentially modifying the system to optimize its cooling capacity and overall performance. The site visit scheduled for March 14, 2014, will enable small businesses to examine the system firsthand, evaluate their ability to perform the technical review, and ask questions related to the attached draft Statement of Work. Attendance is limited to two individuals per company, all of whom must be U.S. citizens or permanent resident aliens, and registration is required by March 13, 2014. This meeting is unclassified and open only to small business contractors, with all exchanged information being non-proprietary and usable by the government without any liability. The event does not represent a contract or commitment and excludes any requests for proposals or quotes.

***PLEASE NOTE: This purpose of this second modification is to incorporate a revised SOW. The Aberdeen Test Center will be conducting a site visit for an upcoming technical review and assessment of an industrial cooling system installed in an engine test facility within the Aberdeen Test Center. The system provides cooling fluid (glycol/water blend) to several pieces of test equipment and engine fluid cooling devices located inside the test facility through a closed circuit design which includes two cooling towers, an expansion tank and circulation pumps that are located directly outside the facility. At present, the cooling system facility is operational. However, the system has not yet been subjected to a complete system performance analysis, or has had any adjustments made since the initial installation. In an attempt to optimize the performance of the system, a technical review, assessment, commissioning, and possible modification or adjustment is planned in order to ensure peak performance and maximum cooling capacity. The purpose of the site visit is to allow small business contractors to view the system, to evaluate their capabilities of performing the upcoming technical review and assessment, and to ask questions. The draft Statement of Work (SOW) is attached to this announcement. Any questions related to the SOW shall be addressed at the site visit.
