This procurement seeks contractors to provide testing, statistical, and technical services in support of vehicle and engine testing, aimed at aiding the development and evaluation of regulatory and non-regulatory air quality programs for the Office of Transportation and Air Quality (OTAQ). Given the significant influence this work may have on policies affecting regulated industries, strict organizational conflict of interest (COI) measures are in place. Specifically, automotive manufacturers, nonroad vehicle and engine manufacturers, fuel refineries and distributors, and air emissions testing equipment manufacturers and dealers are explicitly excluded from eligibility to prevent conflicts that could compromise the integrity of the rule-making process. All offerors must submit COI management plans detailing current projects and strategies to mitigate or neutralize potential conflicts. Additionally, the contract includes a Limitation of Future Contracting clause restricting contractors from engaging with aforementioned excluded industries related to the specific work conducted under this contract during and for three years following its completion, unless prior EPA approval is obtained. This measure ensures continued independence and impartiality. The solicitation is managed by the Cincinnati Acquisition Division of the Environmental Protection Agency, with the anticipated release in early May and a 30-day period for submissions thereafter. The focus is on ensuring unbiased support services that underpin the development of sound, scientifically robust air quality regulations.
