STATEMENT OF WORK For Total Organic Carbon (TOC) and Dissolved Organic Carbon (DOC) Chemical Analysis of Pre-Filtered and Post-Filtered Seawater Samples In Support of the DARPA MANTRA Project 1 SCOPE. This Statement of Work covers the chemical analyses for Total Organic Carbon (TOC) and Dissolved Organic Carbon (DOC) of pre-filtered and post-filtered seawater samples generated during testing of two performers’ state-of-the-art filtering systems at the Naval Facilities Engineering Service Center (NAVFAC ESC) in Port Hueneme, California. The MANTRA project work will take place in FY12 and FY13. The Period of Performance is 08/01/12 to 09/30/13. 2 BACKGROUND. The chemical analyses will provide data necessary to determine if two filtering systems are performing according to specifications and metrics developed by the Defense Advanced Research Projects Agency (DARPA). TOC and DOC analysis will be performed on several series of samples. Two matrices will be tested: natural seawater obtained at the Seawater Desalination Test Facility (SDTF) at the NAVFAC ESC, and a “challenge solution? consisting of ultra-filtered seawater spiked with a predetermined test mixture to produce higher turbidity and contaminant-levels. In addition to the performers’ filter system samples, samples of raw seawater and ultra-filtered seawater (un-spiked) will be tested. 3 APPLICABLE DOCUMENTS. Standard Method 5310-B. High-Temperature Combustion Method for Total Organic Carbon (TOC), Standard Methods for the Examination of Water and Wastewater, APHA, AWWA, WEF. 4 REQUIREMENTS. a. The TOTAL number of samples requiring analysis for both TOC and DOC will be approximately 800. Since TOC and DOC require DIFFERENT sampling bottles, there will be a total of 1600 “samples?. Thus 800 TOC samples and 800 DOC samples. b. Each round of performer filter testing at the SDTF will last 13 days and generate approximately 350 TOC and 350 DOC samples over that timeframe. There will be TWO rounds of testing, approximately TWO months apart. Thus, for both test rounds 700 TOC and 700 DOC samples will be generated. Additionally, a preliminary internal “run? will occur two to three months BEFORE the actual test runs and will generate 100 TOC and 100 DOC samples. c. If the performer filter(s) fail to function for a portion of, or all of the testing period, NFESC will still collect TOC and DOC samples during the period of performance (08/01/12 to 09/30/13) from its raw seawater and ultra-filtered seawater inlet ports. The number of these samples will increase in proportion to the drop in the number of performer filter samples collected. d. Sampling bottles shall be provided by the contract laboratory to the ESC. Since TOC and DOC require DIFFERENT sampling bottles, there will be a total of 1600 “samples?. Additionally, each sample is collected in duplicate bottles, in case one bottle breaks. Thus the contract lab will need to supply a TOTAL of 1600 bottles for TOC AND 1600 bottles for DOC analysis. Portions of these totals shall be supplied over a period of approximately 6-9 months, i.e. the bottles do NOT need to be supplied all at once. e. Actual sampling (bottle filling) will be performed by ESC personnel. f. TOC and DOC Analyses shall be performed on each sample supplied to the contractor laboratory. The analysis will be performed per the Combustion method described in Standard Method 5310-B High-Temperature Combustion Method for Total Organic Carbon (TOC), (Standard Methods for the Examination of Water and Wastewater, APHA, AWWA, WEF.) g. The analysis instrumentation shall be capable of a Method Detection Limit in SEAWATER of 0.02-ppm (mg/L) (or 20-ppb) of organic carbon, total or dissolved. h. Courier service shall be provided by the contract laboratory to pick-up samples ready for analysis from NAVFAC ESC. During testing weeks, the courier will be required to come to the SDTF approximately four times per week. Courier service charges shall be included in the Quote. i. ONE of the courier days described in (g.) shall be a WEEKEND day. The contract laboratory shall be able to supply a courier on a weekend day during each of the two 13-day duration test rounds. j. The contract laboratory shall supply ESC with disposable 0.45 micron filters and appropriate supplies (60 PSI vacuum pump, a filter holder, 2 filter flasks with stoppers, tubing) so that ESC personnel may filter all seawater samples designated for DOC on-site. This will extend the DOC holding time from 24-hours to 28-days. k. Standard turn-around time (TAT) for each analysis and sample shall be 5 to 7 business days. l. Over the entire course of testing, approximately 100 TOC samples and 100 DOC samples will require faster-than-normal TAT – approximately 24-hour turn-around-time from the time of sample collection to the time of analysis results. The contractor shall include this extra charge in the quote. m. Analysis results shall be provided after TAT for each day’s worth of samples analyzed in a written format complying with nationally recognized reporting requirements for water analyses. n. In addition to the above, the contract laboratory shall provide, electronically, an Excel spreadsheet, updated each day there are results to report, showing cumulative sample data for TOC and DOC. 5 COST. The total cost for the contract laboratory to perform the tasks above shall include all expenses for labor, supplies, overhead expenses, and project planning. 6 REPORTING /DELIVERABLES. 1) Daily written report, (when there are sample results to report) in PDF format and hardcopy, complying with nationally recognized reporting requirements for water analyses. 2) Electronic Excel spreadsheet, updated each day there are results, with cumulative sample results for TOC and DOC. 7 SCHEDULE. The Period of Performance is 08/01/12 to 09/30/13.
