H146--Preventative Maintenance WRO 300H Portable Reverse Osmosis (RO) Water Treatment Systems

The U.S. Department of Veterans Affairs, through the Network Contracting Office 17 in San Antonio, Texas, is conducting market research via a Request for Information (RFI) to identify qualified sources capable of providing comprehensive maintenance and technical support for four Evoqua/MarCor WRO 300H Portable Reverse Osmosis Water Treatment Systems located at the Audie L. Murphy VA Medical Center. This sources-sought notice is solely for planning purposes and does not constitute a solicitation or obligation to award a contract. Responses are requested from businesses that can perform preventive and corrective maintenance, component replacement, membrane cleaning, heat disinfection, emergency repairs, and water quality testing in strict accordance with manufacturer specifications from Xylem and applicable AAMI standards. All services must be delivered on-site at the VA medical center, with required deliverables including monthly maintenance reports, water quality lab results, emergency service logs, and annual status summaries, all submitted within five business days of service completion. The anticipated contract will be awarded on a firm-fixed-price basis with a base year and four one-year options, and only vendors able to provide OEM or manufacturer-approved parts and services will be considered. Respondents must provide their company name, physical address, point of contact details, UEI number, business size classification (large or small), socioeconomic status designations (such as SDVOSB, HUBZone, 8(a), etc.), FSS contract number if applicable, and the applicable NAICS code 221310. Technical capabilities must demonstrate authorization by Evoqua/Xylem as certified service providers, with all personnel required to maintain VA security compliance, including badge verification and strict prohibition against accessing VA information systems or protected health information. Emergency repairs must be completed within 24 hours of notification, and used filters must be disposed of properly while work areas are left clean after each visit. Responses are limited to five pages and must be emailed to Janice Malbon, Contract Specialist, by June 10, 2026. No reimbursement will be provided for preparation costs, and no contract will result directly from this RFI. The Government will evaluate responses to determine if adequate competition exists before issuing a formal solicitation, and any resulting contract will have no FOB terms since the requirement is for services, not physical deliveries.
