THIS NOTICE IS NOT ARE QUEST FOR COMPETITIVE PROPOSAL FOR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. The Department of Veterans Affairs, Network Contracting Office 15 intends to award a sole contract to Tech Electronics procurement for the Fire Alarm Testing under the authority of FAR6.103-1/ FAR Overhaul 12.102(a) Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industrial Classification System (NAICS) code for this procurement is 561621,and the FSC/PSC is H912. Per Notifier Tech electronics sole-source/proprietary letter, Tech electronics is the sole factory-authorized supplier of parts and service for the equipment manufacture, including products under the brand names of Notifier and Premier does not utilize a distributor model. GENERALREQUIREMENTS: -NFS2-3030-NFS-640-NCA-2-NFPA 17A and 96-5.1 National Fire Protection Association (NFPA) NFPA 13 Installation of Sprinkler Systems-NFPA 14 Installation of Standpipe and Hose Systems NFPA 17A Wet Chemical Extinguishing System NFPA 20 Installation of Centrifugal Fire Pumps NFPA 25 Water Based Fire Protection Systems NFPA 70 National Electric Code-NFPA 72 National Fire Alarm Code-NFPA 90A Installation of Air Conditioning and Ventilation Systems-NFPA 96 Ventilation Control and Fire Protection of Commercial Cooking Operations NFPA 101Life Safety Code. The computer workstation is in the Electric Shop in Building 1 and is the ONYX works workstation by Notifier. Besides ONYX works the workstation is also using Verifier Tools software as an integral part of the Notifier fire alarm system. These systems are proprietary to Notifier and the contractor must be able to work on this system to: make changes in the software after devices are added, deleted or relocated; make changes to the graphics as needed to accommodate device or system changes; import new AutoCAD floor plans into the graphics system; and other tasks as necessary for a fully functioning and up to date system. Interested persons may identify their interest and capability by providing the below requested Information no later than September 11th, 2026, at 03:00 CT to James Horne, Contract Specialist, via email at James.horne@va.gov. Verbal responses are not acceptable and will not be considered. Provide an OEM Authorization Letter. Provide document evidence that technicians are OEM-trained and authorized by Notifier to perform services/repairs on Tech Electronics equipment, and that all replacement parts will be OEM, to maintain compliance with manufacturer specifications and warranty.
Page 4 of 5 Provide evidence of prior, successful performance providing Notifier/Premier repair services of similar scope and complexity (e.g., contract numbers, POCs, performance periods, and outcomes). All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
