This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside solicitation for the installation of fiber optic cable between Building 100 and Building 108 at the Michael E. DeBakey VA Medical Center in Houston, Texas. The procurement is conducted under FAR Part 12 commercial procedures as a combined synopsis/solicitation in the form of a Request for Quotes, with no written solicitation issued. Only SDVOSB firms certified by the SBA and active in SAM.gov at the time of offer and award are eligible to respond. The contractor must provide all labor, materials, tools, equipment, supervision, and testing to complete four fiber runs: three with armor-jacketed single-mode OSP 12-strand cable and one with armor-jacketed OM4 multimode OSP 12-strand cable, including inner duct, racks, enclosures, patch panels, fan-out kits, connectors, splices, full termination, labeling, and testing routed through dispatch/IT rooms, basements, manholes, and risers. All work must be completed within 60 calendar days after award while maintaining normal medical center operations and complying with VA campus rules, OSHA, ICRA, and Permit-Required Confined Space Program standards. The contract requires a one-year warranty on materials and workmanship and adherence to UFC 135-11 for fiber design with LC connectors specified.
