Sealed Bids for the construction of the Hamlin Lake Park Improvements Project Phase 2, Contract No. 2025-02, will be received by the Smethport Borough (Owner), via PennBid, until 10:00 A.M. (E.S.T) on Tuesday, November 25, 2025, at which time they shall be opened online & publicly posted via PennBid. Bids submitted by any other means will not be accepted. All documents & details are available at no cost on PennBid's website, https://pennbid.net. Questions & inquiries should be addressed via PennBid’s “Clarifications” tab.
Contract No. 2025-02 consists of the construction of an ADA compliant asphalt walking path with access to the kayak launch, the relocation of the existing kayak launch, the construction of an asphalt and gravel parking lot, site restoration, appurtenances, and all related work. Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is located in Smethport Borough, McKean County, PA.
The project is being financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority and with local funds. The obligations imposed on the Owner by the funding agency shall apply to and be acceptable to the successful bidder(s).
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the “Steel Procurement Act”). The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents.
Bid security shall be furnished in accordance with the Instructions to Bidders. The successful bidder(s) will be required to fully complete all work by May 20, 2026.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
