The Naval Air Systems Command (NAVAIR), Lakehurst, NJ intends to negotiate on a non-competitive basis with Rohde and Schwartz (CAGE Code 82199) for the acquisition of one (1) Handheld Network Analyzer Part Number FSH8 (FSH 8 model .28, SKU 1309.6000.28, Handh.spectr.analyzer 100kHz-8GHz,preampl.,track.gen.,VSWR) for P-8A Poseidon Program in support of the United States Navy (USN) Pt. Mugu.


The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.


THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
