The Naval Air Warfare Center Aircraft Division at Joint Base MDL, New Jersey, intends to procuring a single Handheld Network Analyzer, part number FSH8, model .28 with SKU 1309.6000.28, from Rohde & Schwarz under a non-competitive acquisition. This device, capable of operating from 100 kHz to 8 GHz with integrated preamplifier, track generator, and VSWR functions, will support the P-8A Poseidon Program at Point Mugu. The acquisition is justified under FAR 6.302-1, as the government determines that only this specific supplier can provide the required equipment without substantial duplication of cost, and no other available product meets the technical and operational needs of the U.S. Navy. The classification code for the item is 6625, and the NAICS code is 334515, though no set-aside criteria apply. This action is not a formal request for proposal, and no contract will be awarded based on responses to this notice. All responsible sources may still submit capability statements, proposals, or quotations by July 9, 2026, to demonstrate how competition could benefit the government in a future procurement. Any submission must provide clear and convincing evidence that opening the requirement to competition would yield advantageous outcomes, such as cost savings, improved performance, or greater availability. Inquiries and submissions must be directed to Contract Specialist Ms. Alexis Kelly at alexis.r.kelly.civ@us.navy.mil, and the government retains full discretion in determining whether to proceed with sole-source award or reopen the requirement.
