Proposals shall be placed in a sealed envelope with the following clearly marked on the front of the envelope: Proposer’s Name and Address “Request for Proposal for Handling, Transportation, and Safe Disposal of Household Hazardous Waste” Date and Time of bid opening Proposals may be mailed using regular mail to the following address: Cortland County Highway Department 60 Central Avenue Cortland, NY 13045 Proposals may also be “overnight” or hand-delivered to the following address: Cortland County Highway Department 4267 Traction Drive Cortland, NY 13045 Proposals that are mailed using regular mail must be received in the regular Highway Department mail prior to the time of the bid opening.
