Handshake Software

In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of the Chief Human Capital Officer (OCHCO) hereby issues this notice of intent to award a sole source procurement. DHS OPO intends to award a contract to Stryder Corp., 225 Bush ST 12 Floor, San Francisco, California 94104-4254 for Handshake Software. This Notice of Intent to Sole Source is issued for the purpose of notifying industry of the Department of Homeland Security's (DHS) intent to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) 13.501(a) Sole source (including brand name) acquisitions. No other supplies or services will satisfy agency requirements due to the functions that Handshake offers Handshake is the only single software suite that will allow Office of the Chief Human Capital Officer (OCHCO), Strategic Talent Recruitment, Inclusive Diversity, and Engagement (STRIDE) to meet its goals by providing: 1. A software suite that incorporates over 6 million Students, 85% of the top 500 universities (1,000+ universities in total), and Employers 2. A software suite that would allow users to expand higher education partnerships across over 1,000 universities using a single database and login to reach across the entire network. 3. A talent marketplace that integrates with the university registrar's database that provides users access to verified academic data. The acquisition procedure will be in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The anticipated period of performance for this effort will be for one 12-month base period and two 12-month option periods. This is a notice of the intent to award a sole source purchase order. It is published for informational purposes only and not a request for competitive quotations. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated. However, any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis. This is NOT a request for quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
