Hanna Municipal Drain

The Municipality of North Perth is soliciting tenders for the Hanna Municipal Drain project, identified as solicitation NP-0016-26T. The scope of work includes providing all labor, materials, equipment, and supervision for the construction of 1,428 meters of open ditch, ditch restoration using excavated material, clearing and grubbing, and the installation of quarry stone rip rap for erosion control. All work must adhere to the Specifications for Construction of Municipal Drainage Works dated January 2020 and the provided contract drawings. Tenders are due by October 6, 2026, and must be submitted electronically. The contract will be awarded to the compliant bidder with the lowest pricing following a three-stage evaluation process. This process includes a mandatory pass/fail review of submission requirements, an assessment of company profiles and references, and a final pricing evaluation. A critical requirement is the Domestic Supply Chain Plan, which mandates a minimum of 75% Ontario and/or Canadian content for major goods and services. Bidders must provide tender security of 30,000 CAD via bid bond or certified cheque. The successful contractor is required to provide a maintenance and performance bond for 100% of the contract price and a labor and materials bond for 50% of the price. Additional performance bonds are required if the contract value exceeds 500,000 CAD or is more than 10% above the estimated value. Within 10 days of the award and before starting work, the contractor must submit insurance policy certificates and a WSIB Certificate of Clearance. The project will be overseen by a Municipality-appointed Drainage Superintendent.
