The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The required solution must utilize a microservice architecture operating under the Maven Smart System data platform and adhere to Agile, DevSecOps, and Lean product management practices. Key technical requirements include the ability to function within DoD cloud ecosystems, support distributed architecture for edge execution during denied communications, and provide automated geospatial foundations for real-time infrastructure tracking. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal.
