The HAPSITE ER Repair Service contract, solicitation number FA8052-16-R-0015_HAPSITE_ER, is an award notice for the maintenance of a new Air Force system. Due to the system being recently out of warranty, the government determined that the exact quantity of repairs and the total duration of work could not be accurately predicted. Consequently, a time-and-materials contract structure was utilized to allow for costs to be determined following the physical inspection of the units. The procurement falls under NAICS code 811219 and was posted on October 12, 2016. Administrative oversight for the agreement is managed by Contracting Officers Michael Williams and Ashley M. Grant. This specific contractual approach was deemed the most suitable method to meet agency needs given the unpredictability of repair requirements for this specific equipment.

Full Description

In accordance with 12.207(b)(2)(ii) as HAPSITE ER system is a new Air Force System with an expiring warranty it is not possible to accurately estimate the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. A time-and-materials contract is therefore appropriate because it is not possible at the time of placing the contract to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. Since this is a new product recently out of warranty there is no way to accurately estimate the quantity of repairs needed. The actual cost of repair cannot be determined until the unit is inspected and therefore the time-and-materials contract for repair cost is the most suitable to meet the agency need.
