Hardware/Software support for IOPLEX ATM Multiplexor Units

Synopsis for Real Time Logic, Inc. (RT Logic) The AFTC/PZIEA, Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order to provide hardware and software support for the IOPLEX ATM multiplexor units under the authority of 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 6.302-1(b) (2). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action. Anticipated award date is 1 October 2015. This requirement is for: CLIN 001: Repair/replace equipment malfunctions; provide engineering/technical support and access to software upgrades and patches. POP 1 Oct 16- 30 Sept 17. The North American Industry Classification System (NAICS) code for this acquisition is 334220. Small Business size standard is: 1250 employees. The proposed source, Real Time Logic, Inc., is the sole manufacturer of the IOPLEX product and is the sole provider of the support services mentioned above. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-89. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
