Hatteland Monitors

The Naval Surface Warfare Center, Philadelphia Division awarded a Firm Fixed Price purchase order to Strategic Communications LLC in the amount of $1,572,150.00 for the procurement of 141 Hatteland HM 21T22 UNX-MA1-20VA ruggedized marine displays. This acquisition, conducted as a total small business set-aside under solicitation N6449826P2027, supports the Machinery Control Systems Tech Refresh to replace end-of-life legacy monitors on LHD/A-class ships. The contract was awarded on a sole-source, brand-name basis under the statutory authority of 41 U.S.C. 1901(e)(2) because the Hatteland monitors are the only commercially available products that meet the strict form-fit-function requirements necessary for shipboard installation without requiring costly redesigns of existing enclosures. The monitors must adhere to precise technical specifications, including dimensions of 18.98 by 15.71 by 4.01 inches, a 4:3 aspect ratio with 1600 by 1200 resolution, and a comprehensive port configuration including DVI-D, VGA, HDMI 2.0, and DisplayPort 1.2. Designed for harsh environments, the hardware must operate in temperatures ranging from 5.0 to 131.0 degrees Fahrenheit with up to 95 percent humidity. Performance is expected to be completed within six months from the date of award, with delivery and acceptance taking place in Philadelphia, Pennsylvania.
