This is a request for quotes for the removal and destruction of seized contaminated agricultural waste from two locations in the Buffalo and Lewiston New York areas. Each vendor who submits a quote must have the appropriate qualifications to handle such material. Awardee will sign the PPQ 519 Compliance Agreement. (See blank draft 519 attached.) The Government anticipates awarding a five (5) year Blanket Purchase Agreement for this requirement. Continuation of the agreement each year will be dependent on the availability of funds. The period of performance shall run from time of award (most likely May, 2009) for 12 months, and four year years beyond that, again depending on availability of funds. Award will be made on the basis of lowest-priced and technically acceptable. The vendor who is determined to have the lowest price and who meets the requirements outlined in the Statement of Work will be selected for award. AWARDEE MUST REGISTER IN CENTRAL CONTRACTOR REGISTRATION (www.ccr.gov) and receive payment via Electronic Funds Transfer (EFT) as a condition of the agreement. Registration in CCR requires a valid Dun & Bradstreet number. Vendors do not have to register in CCR just to provide a quote. Registration MUST be complete before award can be made. VENDOR MUST ALSO COMPLETE AND SIGN Blocks 12, 13, 14, 15 and 16 on page one of the SF 18 form. Quotes that are incomplete, unsigned, or late will not be considered. All quotes must be RECEIVED by the Contract Specialist no later than April 17, 2009, 12:00 NOON Eastern Standard Time (Indianapolis). Please contact the Contract Specialist if you have questions at susan.knose@dhs.gov.
