Hazardous Waste Disposal for Boise VAMC

The Department of Veterans Affairs, through the NCO 20 Network Contracting Office, is soliciting a small business set-aside contract for hazardous waste disposal services at the Boise VA Medical Center in Idaho. The contractor will be responsible for the packaging, transportation, and disposal of hazardous, non-hazardous, and universal waste, as well as providing emergency chemical spill response and monthly cleaning of the pharmacy biological safety cabinet. The contract is structured with a base year starting September 1, 2026, and four subsequent option years, extending the potential period of performance through August 31, 2031. Award will be based on a best-value trade-off, evaluating the signed SF-1449, price, technical capability, and past performance. The contractor must adhere to strict regulatory standards, including OSHA, EPA, DOT HM-181, and Idaho DEQ requirements, and must perform at least 60 percent of the total contract work using its own personnel. Payments will be processed electronically via the VA’s Electronic Invoice Presentment and Payment System (EIPP) and billed monthly in arrears based on actual materials disposed of. Proposals must be submitted electronically to the contracting officer by August 12, 2026.
