Hazardous Waste Disposal Services in Los Angeles and Ventura Counties

The California Department of Transportation (Caltrans) is soliciting bids for on-call hazardous waste disposal services in Los Angeles and Ventura Counties under Agreement Number 07A6520. The contract, estimated to run from December 1, 2026, to November 30, 2029, requires the contractor to provide delivery, pickup, transport, and legal disposal or recycling of various waste types, including hazardous, biological, universal, and environmentally regulated materials. Services will be performed at District 07 Caltrans Maintenance Facilities during normal business hours. The contractor must utilize CalEPA/DTSC certified laboratories for chemical analyses and adhere to strict packaging and labeling standards, including the use of specific dual-rated steel drums and compliance with CFR Title 49 and Senate Bill 1383. The agreement will be awarded to the lowest responsive and responsible bidder. Evaluation is based on the bidder's ability to provide all required certifications, including a Class A General Engineering license, HAZ certification, and various hazardous waste transporter registrations from CalEPA, the US DOT, and the CA Department of Public Health. Bidders must meet a 3% Disabled Veteran Business Enterprise (DVBE) participation requirement, and a 5% preference is available for certified Small or Micro businesses. Invoicing is conducted monthly in triplicate and requires comprehensive documentation, including signed manifests and certified weight receipts.
