Hazardous Waste Packaging, Pickup and Disposal, Term Contract

A mandatory pre-bid meeting is scheduled for Tuesday, September 22, 2026, at 10:00 a.m. at the MCPS Central Warehouse/Purchasing Office, located at 2091 NE 35th Street, Ocala, FL 34479. Vendors must attend this meeting in order for their bid submission to be considered.
The awarded vendor(s) will be responsible for providing packaging, pickup, and proper disposal services for both universal and hazardous wastes at various locations throughout Marion County School District.
A. The district manages numerous hazardous materials requiring proper packaging, collection, and disposal, including:
- Used motor oil
- Used transmission fluid
- Used hydraulic fluid
- Used antifreeze
- Used oil filters
- Used “oil-dry” or “cat litter”
- Oil-contaminated water and/or sludge from secured collection
- Contaminated or waste fuel
- Unused or old paint
- Paint solvents
- Aerosol cans
- Plumbing glue and cleaner
- Air conditioning compressor oil
- Various science classroom chemicals, solvents, and preserved specimens
- Fluorescent light bulbs
- Non-PCB ballasts
- PCB ballasts
- Miscellaneous mixed batteries (non-automotive)
- Mercury or mercury-containing devices
B. The awarded vendor(s) will be required to:
1. Comply with all applicable Federal, State, County, and City regulations during analysis, packaging, transportation, and disposal of waste;
2. Respond to standard service requests within 48 hours of notification;
3. Respond within two hours for emergency situations upon notification;
4. Be available to perform services during holidays, weekends, and outside regular business hours;
5. Provide all necessary materials, labor, equipment, containers, labeling, safety clothing, safety equipment, manifests, and transportation required to complete the work;
6. Provide training to District personnel on the proper handling and storage of hazardous waste as needed; and,
7. Supply a Certificate of Recycling/Disposal documenting all collected and properly disposed items, including details such as quantities, site locations, disposal methods, date of service, and purchase order number. The certificate must be provided within 30 days of service.
C. Bidders must include the following documentation with their bid:
1. All relevant licenses, permits, and EPA Generator Identification Numbers for transfer stations and disposal/treatment sites to be used;
2. Transporter Approval Letter issued by the Florida Department of Environmental Protection’s Hazardous Waste Section;
3. Insurance Form DEP 62-730.900(5)(a), demonstrating compliance with the Financial Responsibility requirements outlined in Chapter 62-730, Florida Administrative Code; and,
4. Most recent compliance inspection reports for any Florida-operated transfer stations or transportation operations with a Florida Identification Number, as performed by the Florida Department of Environmental Protection.
D. The awarded vendor(s) shall take all necessary precautions to ensure a safe working environment for school occupants, facility staff, and the public during service operations.
Vendors must adhere to all relevant Federal, State, and Local regulations. Any fines or penalties resulting from non-compliance shall be the responsibility of the vendor and may constitute grounds for contract termination.
E. The awarded vendor(s) agree to promptly notify The School Board of Marion County, Florida, if any treatment, storage, or disposal facility used during services fails to comply with applicable laws or becomes unsuitable for hazardous waste receipt.
F. The vendor(s) must be capable of collecting waste from multiple District locations, with the possibility of adding sites during the contract period in response to changing District needs.

G. Employees of the awarded vendor(s) must be trained and certified in the safe handling of hazardous wastes, including packaging, loading/unloading, and transportation procedures.
H. The approximate quantities of waste generated are:
