Hazardous Weather Notification System

The Texas A&M University System is soliciting proposals under RFP-01-RELL-27-270 for a qualified vendor to provide, install, and support a comprehensive lightning and hazardous weather detection, alerting, and mass notification platform. The system will cover the Texas A&M-RELLIS campus and RELLIS Proving Grounds, spanning over 2,000 acres. Key technical requirements include a tiered hazard alert logic for awareness, caution, and danger levels, as well as an outdoor loudspeaker and public address system providing audible alerts and live voice capabilities across three priority areas: the Main Campus, Runways/Proving Grounds, and the Southern Test Area. The contract features an initial five-year term with an option to extend for one additional five-year period. Award selection will be based on best value, with the evaluation process potentially including reference checks, financial stability reviews, and interviews with top-ranked respondents. Proposals must be submitted in two separate PDF files by November 18, 2026, and must include detailed itemized pricing for hardware, installation, software, recurring licensing, and maintenance. Compliance requirements are stringent, requiring adherence to Web Content Accessibility Guidelines 2.1 Level AA, TX-RAMP certification for cloud services, and mandatory cybersecurity training for all personnel accessing system databases. Payments will be made via electronic direct deposit in accordance with the Texas Prompt Payment Act.
