This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Part 12, using Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; proposals are requested, and no written solicitation will be issued. Paper copies will not be provided.
The RFQ number is N4215826Q0012 This solicitation incorporates provisions and clauses in effect through FAC 2026‑01 (effective March 13, 2026) and DFARS Change Notice 20251001. Contractors are responsible for reviewing all applicable clauses and provisions, which may be accessed in full at https://www.acquisition.gov/.

This requirement is solicited as a Small Business Set‑Aside. Vendors interested in this opportunity must submit a capability quote. Quotes are due no later than May 27, 2027, at 6:00 a.m.
To be rated Acceptable, the Offeror must clearly demonstrate an understanding of the requirement and state that they can perform all tasks outlined in the Statement of Work (SOW) and HAZMAT Containers Procurement Policy, Attachment #1.
The Offeror must explicitly acknowledge and address the following technical elements in their proposal:
- Design & Fabrication — Ability to ensure all containers meet the specifications in the SOW and Attachment #1.
- Logistics — Ability to provide transportation, delivery, professional installation, and final removal from NNSY.
- Support & Maintenance — Ability to provide all supervision, labor, materials, and equipment required to keep the containers fully operational and compliant throughout the lease period.
Failure to clearly address all required elements will result in a rating of Unacceptable
Past Performance:
The Government will evaluate the Offeror’s relevant past performance to determine confidence in the Offeror’s ability to successfully perform the required services. Because the requirement involves rental, service, and maintenance, the Offeror must demonstrate experience performing work of similar scope, size, and complexity, specifically:
- Support & Maintenance — Experience providing supervision, labor, materials, and equipment necessary to keep leased equipment fully operational and compliant throughout a performance period.
The Offeror shall provide one (1) to two (2) past performance examples completed within the past 24 months that demonstrate relevant experience. Examples should include work related to Hazmat Rental‑related services or similar equipment requiring operational support, maintenance, and compliance oversight.
Each past performance example should include:
- Contract or project title
- Customer/organization
- Period of performance
- Description of work performed
- Relevance to this requirement
Failure to provide at least one relevant example may result in an Unacceptable rating for this factor.
Price:
Price shall not be the sole factor in the selection process. However, should prospective vendors be deemed equal across all specified evaluation criteria, price may serve as the determining factor in awarding the contract
Compliance Requirement
All proposal submissions must be complete, accurate, and received by the stated deadline. Any incomplete, late, or partial submission shall result in the vendor being automatically disqualified from further consideration. It is the responsibility of each Offeror to ensure full compliance with all solicitation instructions and submission requirements.

All responsible vendors may submit proposals. By submitting, vendors certify they are not suspended, debarred, or otherwise ineligible for federal contracts. Awardees must maintain SAM registration throughout contract performance.
