Hertfordshire County Council is establishing a recruitment agency framework to provide compliant and efficient staffing services for itself and ten participating borough and district councils. The framework is divided into seven lots covering professional and technical, industrial, adult social care, qualified social care, educational psychology, SEND, and district/borough council job families. The total estimated value of the procurement is 46 million GBP excluding VAT. The agreement is scheduled to commence on 1 April 2027 for an initial two-year term, with the possibility of two additional one-year extensions, potentially extending the period of performance to 1 April 2031. The procurement is an open process with a tender submission deadline of 12 noon on 20 November 2026. Award criteria vary by lot, with some based on a mix of quality and price and others based solely on price. Successful suppliers will be subject to a framework fee of 1.5 percent of hourly charge rates, and payments are typically made within 30 days of a correct invoice. Due to the nature of the services, the resulting framework will be executed as a deed. The council has set specific supplier limits for most lots to ensure quality, though Lot 5 for Educational Psychology Services remains unlimited.
