This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov. The Department of Defense Education Activity (DoDEA) has the following requirements: DoDEA requires a comprehensive K-12, research-based, college and career readiness system that (1) conducts annual comparative analysis with DoDEA and AVID schools nationwide, (2) provides administrative services that include processes and materials to institutionalize the program, (3) provides consulting and networking services as required, and (4) can be implemented with fidelity worldwide. In the first four years, the AVID program will continue to be delivered to 71 secondary schools worldwide. In the last year DoDEA will begin the process of implementing the AVID program by preparing to pilot the program in selected grade 5 schools. The applicable North American Industry Classification System (NAICS) code is 611710, Educational Support Services , and the applicable PSC is U009. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes. DoDEA intends to issue solicitation No. HE1254-23-Q-0028 in support of this requirement. This requirement will be procured using FAR Parts FAR 12 Acquisition of Commercial Products and Commercial Services and FAR 13 Simplified Acquisition Procedure. This requirement will be Other Than Full and Open (Sole Source) in accordance with FAR 13.501(a). The anticipated award contract type is a Firm Fixed Price contract. The period of performance will consist of base year of 12-Months plus four (4) - 12-Month option periods).
