Hearing Officer Services

The Littleton Elementary School District #65 is soliciting Hearing Officer Services under solicitation number Q27-001 to provide impartial administrative hearings on student suspensions and disciplinary matters in accordance with state statutes and district policies. The contract, set to begin July 1, 2026, and conclude June 30, 2027, is capped at a total value of $99,000 and requires vendors to submit hourly rates for services as well as separate hourly rates for ancillary costs such as letters, phone calls, mileage, and copies, all of which must be all-inclusive with no additional fees permitted. Vendors must act on behalf of the District’s Governing Board, conduct hearings by listening to both school and student perspectives, allow parents reasonable time to present their case, and ask clarifying questions to ensure fair outcomes, while strictly adhering to district discipline codes and procedural requirements. The District will only issue purchases via its own Purchase Orders, which must precede any service delivery, and vendors are bound by the District’s terms and conditions available on its website. A completed Vendor Registration W-9 form, Asbestos and Hazardous Material Form, resume, availability schedule, two professional references, years of experience, and proof of licenses and specialized training are mandatory submission components. The award process is not based solely on price; cost is significant but evaluated alongside other factors, and the District reserves the right to make multiple awards, award by line item or region, or to accept or reject any proposal without explanation. All vendors must comply with federal, state, and local laws, including the Contract Work Hours and Safety Standards Act, Davis-Bacon Act, Clean Air Act, Federal Water Pollution Control Act, and equal employment opportunity requirements, and must certify adherence to EDGAR provisions including record retention for three years after final reports, debarment and suspension exclusions from SAM, and compliance with 2 CFR § 200.336 regarding access to records for audits. A five-year warranty on all workmanship and materials is required, beginning from the date of project acceptance, with immediate free replacement of any defective items. The District does not observe Daylight Saving Time, and all submissions must be made electronically via the designated portal by June 18, 2026, at 3:00 PM Arizona Time, with no exceptions for late submissions.
