Hearing Officers

The Ohio Department of Insurance, through its Office of Legal Services, is inviting proposals from qualified Ohio-licensed attorneys to serve as Administrative Hearing Officers for the 2026 fiscal year. The attorneys will oversee administrative hearings as independent contractors, adhering to standards set forth in Ohio Revised Code Chapter 119 and related regulations. These hearings may be held in-person or virtually, according to the Department’s discretion. Selected attorneys will be responsible for tasks such as ruling on pre-hearing and post-hearing motions, conducting hearings, evaluating evidence and witness testimony, and timely submitting Reports and Recommendations. Additional duties include preparing written findings, maintaining confidentiality, acting with impartiality, and coordinating with Department officials. The contract runs from July 1, 2025, to June 30, 2026. Eligible bidders must hold an active Ohio law license, possess at least three years of relevant experience, and have no conflicts involving clients regulated by the Department. Minority Business Enterprises are encouraged to participate. The estimated contract value ranges from $50,000 to $150,000.
