The U.S. Department of Defense, through the Office of DLA Aviation at Tinker Air Force Base, Oklahoma, is seeking procurement of 12 production units and one first article of a Heat Exchanger, Air, with part number 793305-2 and NSN 1660-01-350-8210FW. The item is a critical component for the B-2 aircraft, designed to transfer hot bleed air from the air cycle machine compressor and channel cold air to overboard ducts, constructed of aluminum alloy and other metals with dimensions of 31.0 x 17.3 x 12.7 inches and a weight of 42.7 pounds. The contract will be awarded under the authority of FAR 6.302 due to the limited number of qualified sources, specifically Hamilton Sundstrand Corporation and Aero Core X, and is not open to full and open competition. Delivery for the production items is required by February 24, 2027, with early delivery permitted, while the first article delivery schedule is specified separately. This is a spares procurement with no AMC requirement beyond the specified two-year warranty coverage, and IUID marking is mandatory for all delivered items. The solicitation is issued as a presolicitation notice with a closing date of June 11, 2026, and no formal qualification requirements exist for vendors. Electronic submission through SAM.gov is required, and proposals must be submitted in writing or via fax directly by interested parties. The Government’s obligation to pay is contingent upon availability of appropriated funds and will not be binding until confirmed in writing by the Contracting Officer. Although price is a key evaluation factor, past performance may also influence the award decision. A dedicated Ombudsman is available to address contractor concerns during the proposal phase with strict confidentiality. All communications and solicitation documents must originate from the designated buyer, Dana Kaiser, and no competition is anticipated; this notice serves solely to gather market information and validate the sole-source justification. The anticipated award date is approximately 60 days after notice issuance.
