Heavy Duty Knife-style Folder/Inserter

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation TIRMS-12-R-00003 is a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. (iv) The associated NAICS code for this solicitation is 333313/333318. (vi) - (vii) This requirement is the purchase, delivery, and installation of a heavy-duty knife style folder/inserter system to be installed at 1201 N. Mitsubishi Motorway, Bloomington, IL 61705. The folder inserter will be used for Federal tax forms and publications which are made of a variety of paper quality, size, weight, and binding, including newspaper type paper. The installation includes 3 days of on-site assembly and operator training. Also, the proposal shall include yearly maintenance costs that include preventative maintenance checks on-site. The requirements for the capabilities of the equipment are further defined in the Statement of Work available upon request from the Contract Specialist. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision 52.212-2, Evaluation -- Commercial Items is incorporated into this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision is as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); Technical and past performance, when combined, are less important, when combined, when compared to price. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with the proposal. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause that are applicable to the acquisition are designated in the body of the clause. (xiii) Section 508 is applicable to this contract.
