1. Authority/Description


This is a Sole Source Pre-Solicitation Notice issued by Norfolk Naval Shipyard (NNSY), under
the Naval Sea Systems Command (NAVSEA). The forthcoming solicitation will incorporate
provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01, dated
03/13/2026, and the most recent DFARS publication. Contractors are responsible for reviewing
all applicable clauses at https://www.acquisition.gov.


This announcement constitutes the only solicitation; proposals are being requested and a written
solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE
AVAILABLE.


This acquisition is being pursued on a sole-source basis under the authority of 14 U.S.C. § 1901,
as implemented by FAR 12.201-1. Only one responsible source is capable of meeting the
Government’s requirements for this effort. The Government retains sole discretion regarding the
decision not to compete this requirement.


TDS Automation is the Original Equipment Manufacturer (OEM) for Doerfer HLT systems
and is the only source capable of providing OEM parts, proprietary calibration standards,
technical data, and authorized maintenance services within the required timeframe. Supported
equipment includes the 150-Ton HLT, 100-Ton HLT, and the LWWAA Handling System
(LHS).

4. INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS


This requirement will be prepared and evaluated in accordance with FAR Part 12, Acquisition of
Commercial Products and Commercial Services, and FAR Subpart 12.6, which prescribes
streamlined solicitation and evaluation procedures for commercial item acquisitions.
This solicitation will be issued as a Request for Quote (RFQ). Offeror shall submit quotes
demonstrating the ability to meet all requirements described in the Statement of Work (SOW)
and all terms and conditions included in the RFQ.
Quotes will be evaluated based on the factors identified in the Evaluation Criteria section. The
Government may award a contract without discussion; therefore, TDS Automation is
encouraged to submit their best terms in their initial submission.


Quotes must include:
• Technical capability to meet commercial-item requirements
• Pricing information consistent with FAR 12 standards
• Representations and certifications required by FAR 12.301
• Any additional information requested in the RFQ


The Government intends to make a single award to TDS Automation (Sole Source) whose quote
represents the best value to the Government, considering price and non-price factors.


5. EVALUATION CRITERIA – COMMERCIAL PRODUCTS & COMMERCIAL
SERVICES
The Government will evaluate quotes in accordance with FAR Part 12, using streamlined
commercial-item procedures. Award will be made to TDS Automation whose quote represents
the best value to the Government.
Technical acceptance will be determined based on the TDS Automation’s demonstrated ability to
fully comply with the requirements of the Statement of Work (SOW). In accordance with
FAR principles, the Government will evaluate the extent to which the TDS Automation’s quote
reflects a sound approach, a clear understanding of the requirements, and the capability to
successfully perform the work.


The Government’s evaluation will consider:
• Compliance with SOW Requirements — The degree to which the proposed technical
solution meets or exceeds all stated SOW tasks, deliverables, and performance standards.
• Understanding of Requirements — Evidence that TDS Automation understands the
technical objectives, constraints, and performance environment.


6. POINT OF CONTACT


TDS Automation will submit a quote, which shall be considered by the Government. By
submitting a quotation, TDS Automation must self-certify that neither the principal corporate
officials nor owners are suspended, debarred, or otherwise ineligible to receive federal contracts.
TDS Automation must be registered in the System for Award Management (SAM) prior to
award, during performance, and through final payment. Lack of registration will make the
company ineligible for award. Registration information is available at https://beta.sam.gov or
