The contract involves the acquisition of Heli-Cell Storage Pods to address the critical corrosion issue faced by the Virgin Islands Army National Guard (VIARNG) Aviation program. Due to the consistently high humidity levels around 80 percent and the salt-laden atmosphere near the salt water, corrosion prevention is essential for maintaining the operational readiness and longevity of VIARNG aircraft. The Heli-Cell units provide a practical and cost-effective solution by creating individual, controlled humidity environments for each aircraft, maintaining humidity at a steady 30 percent to inhibit corrosion. These portable pods are specifically designed to fit over individual aircraft, occupying minimal space within the existing Army Aviation Operating Facility hangar, thereby eliminating the need for any structural modifications. The solicitation number for this procurement is W9127P-16-Q-0012, and it was posted on September 19, 2016. The contract is designated as a Total Small Business Set-Aside under the North American Industry Classification System (NAICS) code 339999. The contracting agency is the Department of Defense, specifically the W7RQ Uspfo Activity VI ARN, located in St. Croix, Virgin Islands, with performance taking place in Kingshill. The main points of contact for this acquisition are Procurement Technician Diane M. Fox, reachable via email and phone. This contract aims to ensure effective corrosion mitigation for VIARNG’s aviation assets using a solution that fits within existing infrastructure and meets all operational and maintenance requirements.

Full Description

The Virgin Islands Army National Guard (VIARNG) Aviation program is in dire need of a meaningful and pratical way to mitigate corrosion in order to regain, maintain, and sustain VIARNG aircraft and aviation operations to the territory. Corrosion prevention equipment is critical to aircraft maintenance and sustainability due to constant high humidity- in or around 80 percent, and the salt laden atmosphere caused by the proximity to salt water. The Carcoon Heli-Cells are a relatively inexpensive way to mitigate aircraft corrosion by storing each aircraft into its own humidity controlled environment where humidity will be kept at a constant 30 percent. Each Heli-Cell is portable and engineered to fit over each aircraft while consuming minimal space of the immediate area. These attribute of the Heli-Cell is the prime factors that makes the Heli-Cell the only "controlled humidity environment" product that fits within the existing hangar space of the Army Aviation Operating Facility (AAOF) with no construction nor alterations to current infrastructure; and meets the corrosion prevention requirements needed.
