Solicitation SPE2DS-27-T-1353 is a procurement by the Defense Logistics Agency for the Fisher Healthcare Protocol Hema 3 Manual Staining System and Stat Pack. This hematology staining pack is designed for a 30-second, three-step manual staining process comparable to the Wright-Giemsa method. Each unit of issue consists of a package containing three 500ml bottles: one fixative solution, one solution I, and one solution II. The procurement includes multiple line items for the staining pack under NSN 6550-01-659-2654, with a required delivery timeframe of 20 days after receipt of order and shipping terms set as FOB Destination. The contract mandates strict adherence to medical marking and packaging standards, specifically Medical Marking Standard No. 1, which supersedes MIL-STD-129. The product is subject to a non-extendable shelf life of 15 months, with a requirement that no more than two months elapse from the date of manufacture to the date of government delivery. Because the materials may be hazardous, suppliers must provide Safety Data Sheets and labels compliant with OSHA and Federal Standard No. 313-E. Administrative requirements include the use of the Wide Area Workflow system for electronic invoicing and compliance with various DFARS clauses regarding cybersecurity, the Buy American Act, and the prohibition of covered defense telecommunications equipment. Inspection and acceptance will occur at the destination.
