Henderson Commercial Project

The Henderson Commercial Project, approved by the City Council on September 16, 2025, involves an amendment to the Land Use Diagram of the 2030 General Plan and a Conditional Use Permit (PRC 2028-024-C). The project authorizes the construction and operation of approximately 92,000 square feet of mixed commercial and retail space located at the northwest corner of State Route 65 and West Henderson Ave in Porterville, California. This development will include three drive-thru quick-serve restaurants, general retail spaces, a grocery store with alcohol sales, and a 24-hour pharmacy. The scope of work encompasses various onsite and offsite improvements, including parking, circulation, landscaped areas, lighting, and signage, as well as the installation of an eastbound turn lane on W. Henderson Ave. The project is administered by the City of Porterville, with Claudia Calderon serving as the Community Development Director. According to the Notice of Determination, the project was found to have no significant environmental effect, resulting in a Negative Declaration under CEQA.
