This sole source Firm Fixed Price contract, awarded to Ultrax Aerospace, Inc., provides essential repair and refurbishment services for HH-60W helicopter test sets. The agreement consists of a twelve-month base year with nine subsequent twelve-month option years, potentially extending through fiscal year 2034. The scope of work covers the maintenance of four specific components: the T70X Engine Test Set, Series II Ux Validator Set, Blade Burn Test Set, and Stabilator Position Sensor/Limit Switch Test Set, with projected quantities of six units each per year. These services are critical for ensuring aircraft availability and mission capability, as the test sets verify the functionality of displays, sensors, and switches vital to safe flight performance. The performance of these services takes place in Lees Summit, Missouri, under the management of the Department of Defense.

The Government does not own or have access to the data required for the repair of these items. The Government has determined that these test sets are commercial items. Per authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The contract was awarded to Ultrax Aerospace, Inc. (Cage Code: 07PR7) as a sole source requirement.

RELIABILITY AND MAINTAINABILITY (R&M) ENGINEERING SUPPORT FOR HELICOPTER
Solicitation # 27-30029_RFI
The Department of Defense is conducting market research via a Request for Information to identify qualified sources for Reliability and Maintainability (R&M) engineering support for the TH-1H, UH-1N, HH-60W, and MH-139 helicopter platforms. The government intends to utilize a cost-plus-fixed-fee contract structure with a basic period and four to nine option years, potentially extending through FY37. This effort is designated as an 8a set-aside, although other disadvantaged small businesses are encouraged to respond. The selected contractor must maintain a facility in the local area of Robins Air Force Base to support program management and technical writing, while manufacturing and engineering labs may be located elsewhere. The scope of work involves comprehensive engineering services triggered by Engineering Support Task Requests, including root cause analysis of in-service failures, Reliability Centered Maintenance sustainment, and the development of prototypes and technical documentation. Key requirements include the ability to handle Secret classified material, adherence to AS9100 or ISO 9001 quality standards, and the capacity to provide rapid response for grounded aircraft or mishaps. Contractors are responsible for providing and calibrating their own support equipment, ensuring any replacement parts meet or exceed original quality. Responses to the capability survey are due by November 4, 2026.
