HHS CHMHI Administration Building Window Replacement

The Iowa Department of Administrative Services is soliciting professional design services for the replacement of designated windows in the Administration Building at the Cherokee Mental Health Institute in Cherokee, Iowa. The selected firm must be licensed in the State of Iowa per Iowa Code Chapter 26 and is responsible for delivering 100 percent Design Development Documents, as well as 50 percent and 95 percent Construction Documents. The scope includes quality control throughout the design, preconstruction, and construction phases, with a requirement to submit field observation reports within five days of each site visit. Additionally, the designer must coordinate with the State Historic Preservation Office and the Department of Inspections, Appeals, and Licensing Building Code Bureau. The procurement process utilizes a scoring-based selection, where compliant proposals are evaluated and top-scoring firms may be interviewed before the state negotiates a final agreement. Proposals must be submitted via the Iowa IMPACS Procurement System in two separate files, a Technical Proposal and a Cost Proposal, with a total page limit of 30 pages and a file size limit of 10 MB. The cost proposal requires a breakdown of lump sum fees for design development, construction documents, bidding assistance, and the construction phase, along with a unit price for each construction inspection visit. Awardees are required to maintain 2 million dollars in professional liability insurance. The DCI Group serves as the Construction Manager and advisor to the Department of Administrative Services for the administration of this contract.
