The Health and Human Services Commission of Texas is seeking a qualified provider to deliver orthotics and prosthetics services to the El Paso State Supported Living Center under solicitation HHS0017542, with an anticipated contract start date of July 7, 2026, and a term extending through August 31, 2031, with options for up to four one-year renewals and a possible one-year extension for transition purposes. Delivery of goods must comply with strict labeling, packaging, and pallet requirements, with all shipments arriving on time between 8:00 AM and 4:00 PM excluding 11:00 AM to noon, and vendors must follow rigorous on-site conduct rules prohibiting contact with residents, smoking, firearms, and alcohol. The vendor is solely responsible for ensuring packaging integrity and will be held liable for any damages, shortages, or emergency purchases necessitated by their failure to meet specifications. All deliverables must be free of material defects, conform to or exceed requirements, and may not include reworked products, seconds, or previously refused items.
