This contract is a firm fixed price, indefinite delivery indefinite quantity (IDIQ) agreement for vessel charter services to support conservation projects in the Northwestern Hawaiian Islands (Papahānaumokuākea Marine National Monument) and Central Pacific (Pacific Islands Heritage Marine National Monument). It is awarded to a single vendor for US Fish and Wildlife Service use only, covering one to three trips annually originating from Honolulu, Hawaii. The initial term is one year with the option to extend for up to four additional one-year periods. The selected vessel must meet stringent operational requirements, including a minimum cruising speed of 8 knots, capability to stay at sea for at least 21 days, and the ability to safely transport personnel and equipment in challenging offshore and nearshore conditions using both a primary inflatable skiff and a backup motorboat. The vessel must provide extensive accommodations and facilities to support a field party of up to 12 passengers, including clean, sanitary berthing with individual beds and necessary linens, sufficient fresh water supply for all needs (minimum 4,000 gallons if no water-maker is installed), multiple heads and showers, and both dry and deck storage areas sized for scientific and camping gear. Additionally, the vessel must comply with environmental regulations for waste management and pollution prevention, including fully compliant storage or incineration of refuse and containment of blackwater and graywater for periods spent within Special Preservation Areas. Experience and qualifications of the captain and crew in open ocean and adverse sea conditions are required, as well as ownership or operator status by the vendor or related company.
