To provide four High Accuracy Natural Gas Meters in accordance with the detailed Statement of Requirement attached as Annex "A". 4.1.1.1 Mandatory Technical Criteria The following requirements are the mandatory technical evaluation criteria which will be evaluated during the Bid Evaluation. In addition, the Contractor will be required to meet all of the mandatory technical requirements for the duration of the Contract. Bidders are requested to cross reference the mandatory technical criteria in a concise format by using page, paragraph(s) & sub-paragraphs as applicable to their supporting technical documentation. The High Accuracy Natural Gas Meters must meet all of the following mandatory technical evaluation criteria. Bidders must demonstrate their compliance with all of the following mandatory evaluation technical criteria by providing substantial information describing completely and in detail how each requirement is met or addressed. In their proposals, bidders must demonstrate in writing they meet the following mandatory criteria. Failure to meet any of the mandatory criteria will render the bid non-compliant and it will be given no further consideration. CRITERIA M1 The meters must have mass flow rate as their primary measurement i.e., the meters must be mass flow meters and not volumetric flow meters. M2 The meters must have an accuracy spec of 0.5% of reading on or above 50% of the full-scale range, or better. M3 The meters must be calibrated using Methane for a Natural Gas application. M4 The meters must be calibrated for their entire range with a maximum mass flow rate of 0.016 kg/min at line pressure of 2.07kPa and 15 degrees C. M5 The meters must be in-line and have a 1-inch NPS MNPT 316 SS connection for a 1-inch nominal black iron natural gas pipe. M6 The meters must employ a drift-free sensor that does not require the meter to be sent out for yearly calibration with the ability to validate the drift free sensor in-situ by the end user i.e., with instructions and software to perform validation. M7 The drift-free sensors’ performance must be backed by a warranty that covers deviations that result from regular use during the life of the meters. M8 The meters must have flow conditioning built-in and must not require more than 3 diameters of straight pipe run upstream and downstream. M9 The meters must have a turndown ratio of 100:1 or better. M10 The meters must have a response time of 3 seconds or better to achieve 63% of the final value (one time constant). M11 The meters must be cFMus approved for Class 1, Div.1, Groups B, C, D. M12 The meters must employ Modbus RTU communication protocol over RS-485, to provide measurement data digitally and should include a flow totalizer. M13 The meters must have a CRN (Canadian Registration Number) Approval for use in Ontario. 4.1.2 Financial Evaluation The financial evaluation will be conducted by calculating the Total Aggregated Cost of the Fixed Price for the initial requirement requested in accordance with the pricing tables provided in Annex B – Basis of Payment. Evaluation of Price - Bid The Contractor must complete the pricing schedule provided in Annex B and include it as a separate attachment in the electronic bid submission. The cost proposal must have sufficient structure to show how the total proposed cost was calculated. It should contain the following elements: a) The number, classification and per diem and/or hourly rate for all assigned personnel. For each classification, the number of workdays should be defined. b) The amount and explanation for other miscellaneous expenses that could be incurred. c) Canada will not accept travel and living expenses that may need to be incurred by the Contractor for any relocation of resources required to satisfy its contractual obligations Applicable Sales Tax: The GST, PST, QST or HST, whichever is applicable, shall be considered an applicable tax for the purposes of this RFP and extra to the price herein. The amount of applicable sales tax shall be disclosed and shown as a separate item. 4.2 Basis of Selection Mandatory Technical Criteria A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
