REQUEST FOR INFORMATION (RFI)


Subject: High-Cut Ballistic Helmets


 Notice Type: Request for Information / Sources Sought


1. PURPOSE


This Request for Information (RFI) is being issued for informational and market research purposes only. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ), nor is it considered to be a commitment by the Government/Issuing Agency.


The purpose of this RFI is to identify qualified vendors and manufacturers capable of providing Berry Amendment Compliant commercial High-Cut Ballistic Helmets. All quantities listed within this RFI are estimated quantities and are subject to change.


The contract shall be issued as a Firm Fixed Price, Indefinite Quantity/Indefinite Delivery (IDIQ) type contract with up to five (5) separately priced tiers, spanning 12 months each.


2. GENERAL REQUIREMENTS


All proposed solutions must meet the following general requirements:


  • Berry Amendment Compliance: All items, materials, and manufacturing processes must be 100% Berry Amendment compliant. Proof of compliance will be required.

  • Helmets that must meet or exceed ballistic performance NIJ Level III-A (according to NIJ STD 0106.01/0108.01) standard.

  • Sizing: All helmets must be available in Small (S) to Extra-Large (XL) sizes.

3. SALIENT CHARACTERISTICS & ESTIMATED QUANTITIES


Estimated Quantity: 2,875 units total to be ordered in any combination of sizes Small to Extra Large (Multiple procurement tiers ranging from 240 to 975 units per tier). Required Features:


  • Must meet or exceed ballistic performance NIJ Level III-A (according to NIJ STD 0106.01/0108.01) standard.
  • Must meet MIL-STD-810G methods/Environmental Conditions.
  • Must fit sizes S-XL.
  • Must be available in ranger green color.
  • Must have accessory mounting system.
  • Must have a customizable fit by being equipped with moveable comfort pads.
  • Must have berry compliant three-piece zorbium foam impact liner.
  • Must have a foam liner that protects against impact and allows for an overhead communications headband/ear protection.
  • Must meet or exceed ACH Blunt Impact Requirement per AR/PD10-02, 16DEC13
  • Impact liner must have water-resistant film and antimicrobial wicking fabric covering.
  • Must feature a hybrid composite shell which increases strength and provides an optimal fit.
  • Must have a lanyard-compatible Wilcox shroud, which aids in securing any standard NVG mount.
  • Must have a retention system that quickly adjusts to individual head shapes, providing comfort and stability.
  • Hardware must be stainless steel with MIL-DTL-13924D black oxide coating.
  • Side rail accessories must be gloss-reinforced polycarbonate.
  • Must allow one handed adjustment for retention system.4. INSTRUCTIONS FOR SUBMISSION

Interested parties are requested to submit a Capability Statement demonstrating their ability to provide the requested items. Submissions should include:

  2. Confirmation of 100% Berry Amendment Compliance for all proposed products.
