The U.S. Navy’s Naval Surface Warfare Center Crane is soliciting a sole-source, firm-fixed-price procurement of 14 HDO6054B high-definition oscilloscopes from Teledyne Lecroy Inc. under FAR 12.201-1 using simplified acquisition procedures. This procurement is non-competitive because Teledyne Lecroy is the original equipment manufacturer, and no other commercial-off-the-shelf product can meet the required technical specifications for pulsing and measurement functions without incurring $180,000 in non-recoverable costs for software driver development, engineering modifications, and validation testing. The contract requires delivery of all units within six weeks of award to NSWC Crane, Indiana, under F.O.B. Destination terms, with each oscilloscope equipped with a 500MHz bandwidth, four channels, 10GS/s sampling rate, and an 8M point memory, backed by a three-year warranty. All items must be uniquely identified with a machine-readable 2D Data Matrix compliant with MIL-STD-130 and ISO/IEC 16022 ECC 200, containing enterprise identifier, serial number, and original part number, and shipped in accordance with MIL-STD-129 marking standards. Offers must be submitted via email to rose.m.brown44.civ@us.navy.mil no later than 11:00 PM Eastern Time on July 22, 2026, and all offerors are required to maintain active registration in the System for Award Management. The government will evaluate submissions without discussions and may award to a non-lowest-priced offer based on best value, though no specific evaluation factors or weighting are disclosed. Invoicing is mandatory through Wide Area WorkFlow, and payment is subject to standard DoD financial procedures. Additional contractual requirements include compliance with cybersecurity guidelines such as NIST SP 800-171, whistleblower protections, prohibitions on confidential internal agreements, and representation of small business status, among others, all incorporated by reference from FAR and DFARS clauses. A technical point of contact is listed for delivery and performance coordination, while no contracting officer’s representative has been appointed.

N0016426Q0203 – SOLE SOURCE – HIGH DEFINITION OSCILLOSCOPES – FSG 6625 – NAICS 334515

ISSUE DATE 01-JUL-2026 – CLOSING DATE 22-JUL-2026 –11:00 PM Eastern Time

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for A Firm Fixed Priced, Commercial procurement of a quantity of 14 High Definition Oscilloscopes, Model Number HDO6054B through the OEM, Teledyne Lecroy Inc. of Chestnut Ridge, New Your, Cage Code 55716 with a required delivery of six weeks after issuance of award.

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Teledyne Lecroy Inc. of Chestnut Ridge, New York, Cage Code 55716, under the authority of FAR 12.201-1 FOR Commercial items using Simplified Acquisition procedures. This is being solicited on a sole source only basis because Teledyne LeCroy, is the Original Equipment Manufacturer for this Oscilloscope and the only viable procurement path to guarantee the proprietary, tier-one technical support and non-severable software updates required to maintain uninterrupted system certification and mitigate long-term operational risk.  Market research and multi-branch engineering evaluations have determined that no other commercial-off-the-shelf asset possesses the requisite technical compatibility to execute necessary pulsing and measurement functions. Introducing an alternate manufacturer's asset would force the Government to incur a substantial, non-recoverable duplication of cost totaling $180,000, which includes $57,600 for proprietary software driver development, $64,800 for engineering modifications and test set correlation, and $57,600 for technician-led validation testing. These costs would not be recouped by a competitive action.

All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov.

This solicitation is being issued pursuant to the procedures at FAR 12.201-1 as a written Firm Fixed Priced Request for Quotes .  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016426Q0203 is hereby issued as an attachment hereto.

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.

Offers shall be e-mailed to rose.m.brown44.civ@us.navy.mil.    All required information must be received on or before

22-JUL-2026 –11:00 PM Eastern Time.
