This contract, identified by solicitation number FA810216R0003, provides sustainment for the Scope Command radio system as part of the High Frequency Global Communications System radio and network subsystem. Due to the proprietary nature of the system design and the government's limited access to baseline technical data, the contract was awarded to Rockwell Collins, Inc. using other than full and open competition procedures. Rockwell Collins is designated as the sole provider capable of fulfilling these requirements without causing substantial duplication of costs or unacceptable delays. Any other vendor would require a partnership with Rockwell Collins or a significant investment in development and integration lasting five to seven years to achieve the necessary capabilities.

Full Description

This contract is in support of the radio and network subsystem of the High Frequency Global Communications System (HFGCS). The J&A authorizes the use of Other than Full and Open Competition procedures to obtain a new follow-on contract for sustainment of the Scope Command (SC) radio system. Rockwell Collins, Inc. has designed the system internally and the Government has no right to acquire or distribute any initial baseline technical data other than organizational-level maintenance and operator technical orders. No other vendor can provide this unique capability without entering into a partnership with Rockwell Collins or investing in significant development and integration that could take approximately five to seven years for design, build, test and field. Rockwell Collins is the only firm capable of providing the services described without the Department of Defense experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. For further details, a copy of the Justification for Other than Full and Open Competition is attached hereto (J&A6.302-1(a)(2)(iii)FA810216D0005).
